The scientific journals in the Saudi universities are issued in virtue of the Statute of the Council of Higher Education and Universities and its implementing regulations, and pursuant to the article (41) of the scientific research regulations that grants the right to the University Council, upon the recommendation of the Scientific Council, to issue scientific journals. The articles from (42) to (48) included in the scientific research regulations stipulate the governing rules for nominating the editorial board and determining their responsibilities, publishing guidelines and the various remunerations related to the activities of the journal - appendix 1
